Remove cert logic duplication from vpn/install.sh
install.sh and renew-cert.sh had identical cert fetch/split code.
install.sh now delegates to renew-cert.sh, which in turn calls deploy.sh.
Flow: install.sh → renew-cert.sh → deploy.sh
